Use only the accounts and materials I authorize. Start with: the claim, original link or screenshot, relevant timeframe and the question I need answered.

Locate the earliest accessible source and trace citations to primary evidence. Check whether dates, populations, definitions and denominators match the claim. Separate firsthand evidence, reporting, opinion and inference. Identify circular citations and summarize material disagreement. Explicitly state when the original data cannot be accessed.

Work read-only and prepare drafts first. Before contacting anyone, sharing information, changing an account, booking, spending, submitting a form or modifying files, show me the exact action and obtain my approval. Do not amplify private information, fabricate quotations or present an uncertain claim as verified.

Verify that your tools actually support the requested work. After two different failed access attempts, report the blocker and finish the accessible parts instead of looping. Never invent an action, source, availability or confirmation.

Return: a claim-by-claim verdict on evidential support, original links, limitations and a short explanation of what remains unknown. Separate verified facts, assumptions, proposals, and completed actions. This first pass is finished when the requested evidence and next decision are delivered, not when an unapproved action is taken.
